Description:

Abstract: This project is intended to determine the amount of beach resources not being managed in localities outside the eight jurisdictional localities of the Dune Act.


Purpose:

Virginia’s coastal localities that are outside the purview of the Coastal Primary Sand Dunes and Beaches Act were analyzed to determine the extent of their beaches.  This project is intended to determine the amount of beach resources presently not being managed in these non-jurisdictional localities.  Aerial video of the James River (Isle of Wight, Surry, and Prince George, Charles City, James City, and Newport News), the York River (York, New Kent, King William, King and Queen, and Gloucester), and the Rappahannock River (Middlesex, Essex, and Richmond), and the Potomac River (Westmoreland, King George, and Stafford) was reviewed to determine the extent of beaches in each locale.  Beaches were defined as sand above last high tide and contiguous to mean low water, that extend to a landward boundary marked by a change in either material composition or physiographic form.

 

Virginia’s beaches in the non-jurisdictional localities were identified from the aerial video, and their locations input to a GIS database using 2002 Virginia Base Mapping Program imagery.  Several attributes were collected from the video as well.  These attributes include:  whether the beach appears to be natural, man-influenced, or man-made; its length; average width; time and stage of previous tide at the site; landward boundary condition; geomorphic setting; beach stability; underlying substrate; and a list of structures influencing the beach. 

 

Supplemental_Information:

Data is located in the Chesapeake Bay area of Virginia but limited to the river shorelines and around the mouth of tidal creeks. No ground-truthing occurred for the project. The site identification was based on the experience of Shoreline Studies personnel who performed the aerial video review.

Positional accuracy of the assessed beaches is based on the judgment of VIMS Shoreline Studies Program as well as the current conditions of the video and the 2002 Virginia Base Mapping Program imagery.

            Process_Description:

The data was originally collected by aerial video using a Sony Digital Video Camera that recorded the data directly onto DVD in VOB format. The 2002 VBMP mosaics were used to help estimate the beach locations and extents from video onto a base map.

 

The 2002 VBMP imagery originally came as individual tiled rectified aerials and had to be combined into larger mosaics corresponding to the numerous videos. These mosaics were displayed as an image catalog so that large datasets of orthophotos did not have to be merged or mosaicked into large, unwieldy files.

While watching the video on one computer, the image catalogs were displayed in ArcMap on another. The video and the 2002 orthophotos were compared and when a beach was located on the video, it’s alongshore extent was marked on the base imagery with points in a shapefile. The attributes for each point were input to excel files that were then linked to the point shapefile. A beach line shapefile was created later using these original alongshore points as guides and given the same attributes. The projection of the beach line shapefile is in a Universal Transverse Mercator (UTM) projection on the North American Datum of 1983 based upon the GRS 1980 ellipsoid.

Since the compilation of the data is available in Environmental Systems Research Institute (ESRI) shapefile format, the user must have ArcGIS or other compatible software to read and process the data files and associated links.
