The tool provides both summary and detailed information at the Census block group level or a user-defined area for both demographic and environmental indicators. The summary information is in the form of EJ Indexes which combine demographic information with a single environmental indicator (such as proximity to traffic) that can help identify communities living in areas with greater potential for environmental and health impacts. The tool also provides additional detailed demographic and environmental information to supplement screening analyses. EJScreen displays this information in color-coded maps, bar charts, and standard reports. Users should keep in mind that screening tools are subject to substantial uncertainty in their demographic and environmental data, particularly when looking at small geographic areas, such as Census block groups. Data on the full range of environmental impacts and demographic factors in any given location are almost certainly not available directly through this tool, and its initial results should be supplemented with additional information and local knowledge before making any judgments about potential areas of EJ concern.&lt;/SPAN&gt;&lt;/P&gt;&lt;/DIV&gt;&lt;/DIV&gt;&lt;/DIV&gt;</idAbs>

<statement>The goal of EJScreen is to provide a nationally consistent environmental justice screening tool. The EJScreen Block Group Data is built from a number of sources. They are described fully in the technical document "EJScreen Data Processing Summary" from December 2021. There are three primary categories of indicators used to evaluate the vulnerability of a block group: Socioeconomic Indicators, Pollution and Sources, and Environmental Justice Indexes. The spatial data source is the Census Bureau's TIGER/Line 2019 block group boundaries for the 50 states, District of Columbia and Puerto Rico. The 2019 TIGER is required for use with the 2015-2019 ACS 5-year Summary datasets. The spatial dataset contains 220,333 block groups. Block group ID's, state names and state abbreviations were added from Census data, and EPA Regions are also assigned based on the state. The data for the socioeconomic indicators is from the Census Bureau's 2015-2019 American Community Survey (ACS) 5-year Summary datasets. The socioeconomic indicators (previously called demographic indexes) are pulled from ACS block group level tables. Seven socioeconomic indicators are derived from these ACS inputs (% people of color; % low income; % linguistically isolated; % less than high school education; % under age 5; % over age 64; % unemployment). The first 2 of these indicators are used to create the Demographic Index--(% people of color + % low income) / 2. To calculate the excess vulnerability of a block group, the difference between the block group demographic index value and national mean demographic index value is calculated. This number is multiplied by the environmental indicators listed in the paragraphs below to produce an EJ index for each environmental indicator. There are twelve different indicators for Pollution and Sources (previously called Environmental Indicators). The data for these come from multiple different sources. The Lead paint environmental indicator is "Percent Houses Built before 1960." The data are derived from the American Community Survey (ACS) 2015-2019 5-year Summary, block group-level estimates. The ACS information on lead paint is captured in the table Year Structure Built (ACS Table ID: B25034). The non-attainment concentrations for 2018 Ozone and Particulate Matter 2.5 constitute additional environmental indicators. The data are provided as a spreadsheet by EPA’s OAQPS using a fusion of monitor data and Community Multiscale Air Quality (CMAQ) air quality modeling. For more information about the methods used, see EPA Report EPA-454/S-15-001. The current source data is from October 2021. The AirToxScreen data, which is part of EPA’s 2017 Air Toxics Data Update, are used for three indicators: 2017 Air Toxics Cancer Risk, 2017 Air Toxics Respiratory HI, and 2017 Diesel Particulate Matter. The data were provided by the Office of Air Quality Planning and Standards (OAQPS) of EPA in November 2021. For the 2017 Air Toxics Cancer Risk, 2017 Air Toxics Respiratory HI, 2017 Diesel Particulate Matter, Ozone, and Particulate Matter 2.5 indicators, the source data is compiled by 2010 Census tract. This data is remapped to 2019 tracts by use of a tracts change lookup table. The resulting 2019 tract input is then assigned to 2019 block groups. The tract values are repeated for each child-level block group. The Traffic Proximity environmental indicator is created using highway segments from the Highway Performance Monitoring System (HPMS) lines from the 2019 HPMS release, Federal Highway Administration, US Department of Transportation. Proximity scores are calculated by assigning distance weighted scores to Census blocks (distance between block centroids and highway segments). To create the Superfund Proximity environmental indicator, final and proposed NPL sites were downloaded from the Superfund Enterprise Management System (SEMS) website on November 5, 2021. Proximity scores are calculated by assigning distance-weighted scores to Census blocks (distance between block centroids and facilities). To create the RMP Facility Proximity environmental indicator, RMP facilities are pulled from EPA’s Facility Registry Service (FRS) by selecting facilities included in the RMP National Program System. The source data was pulled on September 8, 2021. Proximity scores are calculated by assigning distance-weighted scores to Census blocks (distance between block centroids and facilities). For the Hazardous Waste Proximity environmental indicator, the source data consist of 668 Treatment, Storage and Disposal Facilities (TSDFs) of hazardous waste from EPA’s RCRAInfo and 18,105 LQG records from the 2019 BR. The source data was pulled on September 14, 2021. Proximity scores are calculated by assigning distance weighted scores to Census blocks (distance between block centroids and facilities). The Wastewater Discharge environmental indicator is based 2019 RSEI modeled outflows using DMR and TRI. The toxic concentrations were assigned to National Hydrography Dataset stream segments. Proximity scores are calculated by assigning inverse distance weighted scores to Census blocks (distance between block centroids and stream segments), and the weighted scores are then multiply by Toxic Concentrations to produce the final block scores. For the environmental indicators of Traffic Proximity, Superfund Proximity, RMP Facility Proximity, Hazardous Waste Proximity, and Wastewater Discharge, the results are aggregated to the parent block group using the population weight for each block within the block group. The population weights come from the 2010 Census. Minor adjustments are needed to crosswalk Census 2010 blocks and 2019 blocks. The Underground Storage Tanks (UST) environmental indicator scores are provided by EPA Office of Underground Storage Tanks, October 2021. The UST indicator is derived by the weighted sum of active leaking USTs and sum of active and temporarily out of service USTs divided by the buffered areas of 2019 block groups. The score is then joined to 2019 block groups. The Environmental Justice Indexes are created by taking the block group value for a given Pollution and Sources indicator and multiplying it by the population of the block group as well as the “excess vulnerability” value. There are 12 EJ Indexes, one for each Pollution and Sources indicator. In addition to generating EJ indexes for each environmental indicator described above, further processing was performed to create table elements for reporting, query and statistical analysis. The additional processing steps include creating percentiles, bins (grouping percentiles from 0 to 100), and text descriptions of indicators and indexes.</statement>
