The tool provides both summary and detailed information at the Census block group level or a user-defined area for both demographic and environmental indicators. The summary information is in the form of EJ Indexes which combine demographic information with a single environmental indicator (such as proximity to traffic) that can help identify communities living in areas with greater potential for environmental and health impacts. The tool also provides additional detailed demographic and environmental information to supplement screening analyses. EJScreen displays this information in color-coded maps, bar charts, and standard reports. Users should keep in mind that screening tools are subject to substantial uncertainty in their demographic and environmental data, particularly when looking at small geographic areas, such as Census block groups. Data on the full range of environmental impacts and demographic factors in any given location are almost certainly not available directly through this tool, and its initial results should be supplemented with additional information and local knowledge before making any judgments about potential areas of EJ concern.&lt;/SPAN&gt;&lt;/P&gt;&lt;/DIV&gt;&lt;/DIV&gt;&lt;/DIV&gt;</idAbs>

<statement>The goal of EJScreen is to provide a nationally consistent environmental justice screening tool. The EJScreen Block Group Data is built from a number of sources. They are described fully in the technical document "EJScreen Technical Documentation for Version 2.3" from July 2024. There are three primary categories of indicators used to evaluate the vulnerability of a block group: Socioeconomic Indicators, Pollution and Sources, and Environmental Justice Indexes. The spatial data source is the Census Bureau's TIGER/Line 2022 block group boundaries for the 50 states, District of Columbia and Puerto Rico. The 2022 TIGER is required for use with the 2018-2022 ACS 5-year Summary datasets. The spatial dataset contains 242,336 block groups in the complete dataset. Block group ID's, state names and state abbreviations were added from Census data, and EPA Regions are also assigned based on the state. The data for the socioeconomic indicators is from the Census Bureau's 2018-2022 American Community Survey (ACS) 5-year Summary datasets. The socioeconomic indicators (previously called demographic indexes) are pulled from ACS block group level tables. Seven socioeconomic indicators are derived from these ACS inputs (% people of color; % low income; % linguistically isolated; % less than high school education; % under age 5; % over age 64; % unemployment). The first 2 of these indicators are used to create the Demographic Index--(% people of color + % low income) / 2. To calculate the excess vulnerability of a block group, the difference between the block group demographic index value and national mean demographic index value is calculated. This number is multiplied by the environmental indicators listed in the paragraphs below to produce an EJ index for each environmental indicator. The Supplemental Demographic Index is based on the average of the Z-score values of the five socioeconomic and health indicators: percent low income, percent limited English speaking, percent less than high school education, percent persons with disabilities, and low life expectancy. Z-score is a statistical measurement that tells how far a value is from the mean of a group of values.
There are thirteen different indicators for Environmental Burden Indicators (previously called Environmental Indicators or Pollution and Sources). The data for these come from multiple different sources. • The Lead paint environmental indicator is "Percent Houses Built before 1960." The data are derived from the American Community Survey (ACS) 2018-2022 5-year Summary, block group-level estimates. The ACS information on lead paint is captured in the table Year Structure Built (ACS Table ID: B25034). • The non-attainment concentrations for 2020 Ozone and Particulate Matter 2.5 constitute additional environmental indicators. The data are provided as a spreadsheet by EPA’s OAQPS using a fusion of monitor data and Community Multiscale Air Quality (CMAQ) air quality modeling. For more information about the methods used, see EPA Report EPA-454/S-15-001. The current source data is from March 2024. • Toxic Releases to Air indicator source was provided by EPA’s Office of Pollution Prevention and Toxics (OPPT) on May 16, 2023 from 2021 Risk-Screening Environmental Indicators (RSEI) modeled results. The indicator quantifies relative potential human health impacts of certain chemicals included on the list of toxic chemicals established under section 313 of the Emergency Planning and Community Right-to-Know Act (EPCRA) based on the quantities released to air by facilities.
• Nitrogen Dioxide (NO2) is from 2020 block group-level source data from NASA’s Health and Air Quality Applied Sciences Team (HAQAST). The raw indicator is expressed in units of micrograms per cubic meter (μg/m3), and reported at the Census block group-level. 2020 block groups are remapped to 2022 block groups. EJScreen converts Diesel PM concentrations into percentiles.
• Air Toxics data, Diesel PM is derived from 2020 block group-level source data from EPA’s OAQPS provided in March 2024.
• The Traffic Proximity environmental indicator is created using highway segments from the Highway Performance Monitoring System (HPMS) lines from the 2020 HPMS release, Federal Highway Administration, US Department of Transportation. Proximity scores are calculated by assigning distance weighted scores to Census blocks (distance between block centroids and highway segments). • The Superfund Proximity environmental indicator source was derived from Superfund Enterprise Management System (SEMS) database on February 26, 2024; and NPL Superfund Site Boundaries from EPA Superfund Public map service on February 26, 2024. Superfund boundaries contain National Priorities List (NPL)Final and Proposed plus Superfund Alternative Approach (SAA) sites. Proximity scores are calculated by assigning distance-weighted scores to Census blocks (distance between block centroids and facilities). • To create the RMP Facility Proximity environmental indicator, RMP facilities are pulled from EPA’s Facility Registry Service (FRS) by selecting facilities included in the RMP National Program System. The source data was pulled on February 5, 2024. Proximity scores are calculated by assigning distance-weighted scores to Census blocks (distance between block centroids and facilities). Only active facilities were counted.
• For the Hazardous Waste Proximity environmental indicator, the sources are derived from operating Treatment, Storage, and Disposal Facilities (TSDFs) from RCRAInfo and Large Quantity Generators (LQGs) from the 2021 Biennial Reports (BR) on February 5, 2024. The indicator is reflective of the total count of hazardous waste facilities in each block group within 10 km of the average resident in a block group, divided by distance, calculated as the population-weighted average of blocks in each block group. Hazardous waste facilities are defined as Resource Conservation and Recovery Act (RCRA) handlers that are either operating TSDFs from RCRA or reporting LQGs from the 2021 BR.
• The Wastewater Discharge environmental indicator is based 2021 RSEI modeled outflows using DMR and TRI. The toxic concentrations were assigned to National Hydrography Dataset stream segments. Proximity scores are calculated by assigning inverse distance weighted scores to Census blocks (distance between block centroids and stream segments), and the weighted scores are then multiplied by Toxic Concentrations to produce the final block scores. • The Drinking Water Non-Compliance indicator is a weighted measure of violations by community water systems (CWSs) aggregated to block groups. The data used for this indicator is from the Safe Drinking Water Information System (SDWIS) Federal Reporting Services System submission year 2023 quarter 4. • The Underground Storage Tanks (UST) environmental indicator scores are provided by EPA Office of Underground Storage Tanks, March 5, 2024. The UST indicator is derived by the weighted sum of active leaking USTs and sum of active and temporarily out of service USTs divided by the buffered areas of 2022 block groups. The score is then joined to 2022 block groups. For the environmental indicators of Traffic Proximity, Superfund Proximity, RMP Facility Proximity, Hazardous Waste Proximity, and Wastewater Discharge, the results are aggregated to the parent block group using the population weight for each block within the block group. The population weights come from the 2020 Census. The Environmental Justice Indexes are created by taking the block group value for a given Pollution and Sources indicator and multiplying it by the population of the block group as well as the “excess vulnerability” value. There are 13 EJ Indexes, one for each Pollution and Sources indicator. In addition to generating EJ indexes for each environmental indicator described above, further processing was performed to create table elements for reporting, query and statistical analysis. The additional processing steps include creating percentiles, bins (grouping percentiles from 0 to 100), and text descriptions of indicators and indexes.
