<measDesc>This data set represents the extent of vegetated National Wetlands Inventory (NWI) wetlands and Virginia Tidal Marsh Inventory (TMI) wetlands that can be determined with the use of remotely sensed data and within the timeframe for which the data were produced. Wetlands are shown in all of the Commonwealth of Virginia and adjacent portions of Maryland, West Virginia, Tennessee, and North Carolina where wetlands extend across the Virginia state boundary. The accuracy of image interpretation depends on the quality and date of the imagery, the experience of the image analysts, the amount and quality of the collateral data, and the amount of ground truth verification work conducted. There is a margin error inherent in the use of imagery, thus detailed on-the-ground inspection of any particular site, may result in revision of the wetland boundaries or classification, established through image analysis. Wetlands or other mapped features may have changed since the date or the imagery and/or field work. There may be occasional differences in polygon boundaries or classifications between the information depicted on the map and the actual conditions on site.</measDesc>

<stepDesc>A unified vegetated wetlands layer was created by combining the U.S. Fish and Wildlife Service National Wetlands Inventory (NWI) with the Virginia Tidal Marsh Inventory (TMI). NWI polygons were enhanced by joining descriptive wetland classification and hydrologic attributes. Overlapping NWI tidal wetlands were then replaced with TMI tidal marsh polygons to eliminate duplicate representations and improve the accuracy of coastal wetland mapping.
The combined dataset was filtered to retain vegetated wetland classes most relevant to federal wetland jurisdiction analyses. Selected wetland types included emergent, scrub-shrub, and forested wetlands within palustrine, lacustrine, riverine, and selected estuarine systems. Wetland classes representing predominantly open-water habitats were excluded from the vegetated wetlands layer and were instead incorporated into the hydrologic connectivity analysis.
The resulting unified vegetated wetlands layer served as the primary wetland dataset used in all subsequent WetCAT scenario analyses.</stepDesc>

<stepDesc>A perennial waters network was developed to represent relatively permanent waters and evaluate hydrologic connectivity between vegetated wetlands and downstream jurisdictional waters. The network was constructed using NHDPlus flowlines, NHDPlus waterbody polygons, NHDPlus hydrographic areas, and selected National Wetlands Inventory (NWI) open-water features. Perennial streams, rivers, lakes, reservoirs, estuaries, and tidal waters were incorporated into the network.
Connector flowlines, canals, ditches, and artificial flow paths were evaluated to determine whether they maintained hydrologic continuity between perennial water features. Connector flowlines were retained where they linked perennial waters and preserved downstream connectivity. Canal and ditch features were evaluated using land-cover characteristics, wetland associations, proximity to roads, and proposed federal guidance regarding jurisdictional ditches. Ditches constructed entirely within uplands and lacking wetland associations were excluded from the network. Tidal ditches, navigable canals, and ditches constructed within wetlands were retained where available evidence indicated hydrologic connectivity to perennial waters.
Selected flowline and polygon features were merged to create a continuous perennial waters network. Downstream connectivity to traditional navigable waters and other jurisdictional waters was evaluated throughout the network, and locations where connectivity appeared to be interrupted due to hydrographic mapping limitations were manually reviewed and corrected where appropriate.
Two versions of the perennial waters network were created to represent conservative and expanded assumptions regarding connectivity through artificial flow paths, providing a bounded range of potential hydrologic connectivity for subsequent wetland analyses.</stepDesc>

<stepDesc>Three wetland connectivity scenarios were developed to evaluate potential variation in federal wetland jurisdiction under post-Sackett v. EPA interpretations of the continuous surface connection standard. Each scenario was based on progressively broader assumptions regarding hydrologic connectivity between vegetated wetlands and the perennial waters network.
National Wetlands Inventory (NWI) water-regime modifiers were used to characterize the frequency and duration of inundation or soil saturation for each wetland polygon. Wetlands were classified into connectivity scenarios according to their assigned water-regime modifiers.
Scenario 1 – Conservative Connectivity retained individual wetland polygons without dissolving adjacent wetlands into larger wetland complexes. Wetlands were identified as potentially jurisdictional only where they directly abutted the perennial waters network and were assigned one of the following NWI water-regime modifiers: C (Seasonally Flooded), F (Semi-permanently Flooded), G (Intermittently Exposed), H (Permanently Flooded), N (Regularly Flooded–Saltwater Tidal), Q (Regularly Flooded–Freshwater Tidal), T (Semi-permanently Flooded–Tidal), or V (Permanently Flooded–Tidal).
Scenario 2 – Expanded Seasonal Connectivity included all wetlands identified in Scenario 1 and added wetlands assigned the following NWI water-regime modifiers: E (Seasonally Flooded/Saturated), M (Irregularly Exposed–Saltwater Tidal), and R (Seasonally Flooded–Freshwater Tidal). These additional wetlands represent systems that may maintain seasonal surface-water connections to adjacent perennial waters.
Scenario 3 – Inclusive Connectivity included all wetlands identified in Scenarios 1 and 2 and added wetlands assigned the D (Continuously Saturated) water-regime modifier. These wetlands represent areas characterized primarily by prolonged soil saturation rather than persistent surface inundation.</stepDesc>
<stepRat>The three scenario outputs represent conservative, intermediate, and inclusive estimates of wetlands that may satisfy the continuous surface connection criterion and were used as alternative jurisdictional interpretations in subsequent wetland analyses.</stepRat>

This layer is a combination of updated tidal marsh for 10 localities published in 2024 and 2025 (Hampton, Northumberland, Poquoson, Virginia Beach, Westmoreland, Gloucester, Lancaster, Mathews, Middlesex, and York), and older tidal marsh digitized between 2010 and 2019. Newer marshes were digitized referencing high resolution 2021 Virginia Basemap Imagery (VBMP). Older marshes were digitized using high resolution color infra-red imagery from 2009, 2011, 2013 and 2017. The TMI layer provides a more accurate representation of Virginia’s jurisdictional tidal marshes than the NWI layer and thus will replace most of the tidal NWI in Virginia.</srcDesc>
